How do they afford it Free meals for all at 18 schools heavily populated by illegals?

If They DON'T then why is it The USDA began the program at districts across the country two years ago ? Does not indicate any vote is needed here. any Family making $39,000 should be able to afford school lunches. All they are doing is rewarding irresponsible parents with freebies.
