Is it legal to smoke marijuana in jamaica?

for more my bday i picture myself in the water, chillen on a donut smokin a blunt.. so i thought 'perfect ill go to jamaica!' but someone told me it is legal to GROW marijuana but ilegal to smoke it. this doesn't make sense to me, can someone clarify. thanks!
