Who is the Roosevelt Memorial Bridge in southern Oklahoma named for?

I can't find any article that specifies who the bridge is named after. It was completed in 1942, in the Warren-type truss span design, and was a Works Progress Administration project. It crosses Lake Texoma as US 70 between Kingston and Durant. I ume it is named for Franklin D. Roosevelt because it was a WPA project, but who knows...
