Getting married but not having a wedding...help with making it all legal?

My fiance and I are getting married on September 5th but are waiting until next summer to have a wedding when his half of the family can come since it's such short notice. (We live in Pennsylvania and they live in California.) What all do we need to do? Obviously get the marriage license at the courthouse, but do we NEED to have a judge or priest or whatever do the ceremony or can someone at the courthouse just sign it? I read there is a 3-day waiting period so how does this all work? I'm trying to research it online but I'm not getting as much info as I thought I would. Any help/advise is appreciated!
