Personally, I am not sure about IGNOU. Have you thought about ONBEU or even EDRUH. When you get your PhD in NET from the ABC why not try DEF or even GHI? You can progress all the way to XYZ. You could even try for an MA or a BA, BSc or ABcDEfg...
